Pakistan General Cosmetics Bill 2023

Islamabad: After the National Assembly, the Senate also passed the Law for the Protection of Women’s Beauty. For the first time in the country’s history, the draft law for the establishment of the Pakistan General Cosmetics Authority was approved. Making fake cosmetics will be punishable with three years imprisonment and a fine up to five lakh rupees.

According to the Pakistan General Cosmetics Bill 2023, fake makeup products cause cancer, allergies and skin diseases. Under the bill, Pakistan General Cosmetics Authority will be established for the first time in the country’s history. According to the bill approved by the Senate, the quality, labeling, packaging, manufacturing, storage, distribution and sale of cosmetics will be regulated under the authority, along with regulating the import and export, manufacture and purchase and sale of makeup products in the country. Under the bill, strict action will be taken against making fake products, machinery will be confiscated and counterfeiting places will be sealed. According to Bill, the size of the global cosmetic market is 341 billion dollars, while the cosmetics market is expected to reach 560 billion dollars by 2030.

According to the bill, the annual growth rate of the global cosmetics market will reach 5.1 percent from 2021 to 2030. The purpose of the legislation is to promote the development of the cosmetics industry, ensure consumer protection and increase the contribution of the cosmetics industry to the national economy. Under the Act, the Pakistan General Cosmetics Regulatory Authority will be established with its headquarters in Islamabad. The Authority will be an autonomous body under the administrative control of the Ministry of Science and Technology. The Authority shall submit its annual report to the Prime Minister within three months of the end of the financial year. After the assent of the President, the Act of Parliament will become law.
